STUDENT ATTENDANCE COMPULSORY ATTENDANCE The administration shall follow state requirements in providing education for persons within the ages of compulsory attendance. A parent- guardian or other person having custody of a child between the ages of seven and sixteen shall cause the child to regularly attend the public schools of the district- in equivalent to the provided in the public schools for children of similar grade and attainment- or to receive equivalent instruction elsewhere than at school. ATTENDANCE ENFORCEMENT The primary aim of attendance enforcement is to identify the cause of student absence an through the capacities of the attendance officer- the Fairfield City School System or community agencies- remove the cause of absence so that the student may benefit from the educational opportunities afforded the student. NONCOMPLIANCE OF ATTENDANCE Any student absent (unexcused) for ten(10) or more days during a semester shall be subject to loss of credit for the semester’s work (K-12). This shall be deemed failure due to absences (F/A). TARDINESS When a student is late- major efforts have to be made by school personnel to admit the child into school. In addition- the child misses valuable instructional time. Therefore- every effort should be made by parents to have all students arrive at school and individual classes by the designated time. Three (3) unexcused tardies shall be counted as one (1) unexcused absence UNIFORM DRESS POLICY Statement of Policy: All elementary- middle and high schools in the Fairfield City School System shall implement a mandatory uniform policy for all students beginning in August 1996. Mandated Attire: K-12 beginning December 17- 1998. Colors: Navy Blue- Khaki and White Dress Code: Solid white shirt with collar for boys and solid white blouse with collar for girls. Solid white shirt or blouse with school logo will be acceptable for special occasions only (e.g. School Spirit Day- field trips). Solid white undershirts must be worn underneath shirts and blouses. Solid powder blue or white shirts may be worn by high school students only. Shirts and blouses must be tucked in at all times. Turtlenecks or mock turtlenecks are allowed. No sweatshirts or flannel plaid jackets may be worn in the school building. Navy blue and khaki pants or knee length shorts (no sweat pants- shorts- capri pants- denim or jeans). Girls may also wear skirts- jumpers or shorts. Sweaters - Solid navy blue or solid white only (V- neck style- crew neck style- cardigan- sweater-vest are permissible). Belts - (navy blue- brown- or black) must be worn with pants that have belt loops. Socks - (navy blue- black or white) at all times. Girls may wear solid navy blue- white- or flesh tone hose or tights (No design- seams- or fish-nets). Socks below the ankle are not permissible. Black- brown- white and navy blue shoes with same color shoestrings. A shoe is defined as an outer covering that encloses the entire foot (i.e.- oxford- loafer- tennis shoe – heel and toe closed). Sandals and slip-ons are not allowed. Roller Book Bags – may be utilized by Elementary students only. However- they must be housed outside the individual teacher’s classroom. Clear or mesh Book Bags – must be used by all other students. (i.e. Elementary- Middle- High School.) Students new to the school system have one week to adhere to the dress code. Failure to follow the dress code will be treated as a violation of the Code of Student Conduct (1.04). SMOKING AND USE OF TOBACCO PRODUCTS The Fairfield City Board of Education prohibits smoking and the use of all tobacco products shall be prohibited on all Fairfield Board of Education property including board owned vehicles- at all times by all persons- including employees- students- and visitors at any school or Board owned site or attending any school sponsored events. DISCIPLINARY ACTIONS FOR EMPLOYEES 1ST Offense: The supervisor or principal will inform the Superintendent- in writing of the violation. The Superintendent will- thereafter- write a letter or reprimand- with a copy given to the employee and the original placed in the employee’s personnel folder at the Central Office. 2nd Offense: The supervisor or principal will inform the Superintendent in writing of the violation. The Superintendent will- thereafter- write a second letter of reprimand- accompanied by a recommendation of disciplinary action to the Board of Education for a one day suspension- unpaid. A copy will be given to the employee and the original placed in the employee’s personnel folder at the Central Office. 3rd Offense: The supervisor or principal will inform the Superintendent- in writing of the violation. The Superintendent will- thereafter- make a recommendation of disciplinary action to the Board of Education- which must include at least a three day unpaid suspension and may include- but is not limited to termination of the employee’s employment with the School District. DISCIPLINARY ACTIONS FOR STUDENTS 1st Offense: An administrator- student- parent/guardian conference will be held. The student will receive either in-school suspension- extended work assignments before or after school- or suspension for a maximum of five (5) school days- unless other or lesser punishment is warranted under the guidelines for Special Education Students. Circumstances may warrant disciplinary action as outlined under subsequent offenses. If these disciplinary actions are not effective- the principal/designee may seek additional support from Alternative Education Programs. Subsequent Offenses: The student will be suspended for a maximum of five (5) days or- if the student is a Special Education Student- that student will be punished as directed under the guidelines for Special Education Students. If these disciplinary actions are not effective- the principal/designee may seek additional support from Alternative Education Programs. DISCIPLINARY ACTIONS FOR VISITORS The visitor- whether a parent or other person- will be asked to cease the tobacco usage immediately. Visitors who refuse to cease the tobacco usage will be asked to leave the premises. If the visitor refuses- the Fairfield Police Department will be contacted immediately to either escort the visitor from the school premises or direct the School Resource Officer to escort the visitor from the school premises. In the event that these actions are unsuccessful- or if the circumstances otherwise dictate- the School Districts security officer or his or her designee may call the law enforcement authorities. School officials will be expected to sign an arrest warrant for any person failing to comply with the request of the District’s security officer. ENROLLMENT ELIGIBILITY ENROLLMENT PROCEDURES AND STUDENT RESIDENCE All children having legal residence- as defined herein- within the city limits of the Fairfield City School System and meeting the legal entrance age requirements shall be eligible to attend Fairfield City Schools. All enrollees shall be required to furnish proof of residence and age. A child may enter kindergarten or elementary school in accordance with state law. I. Residence Legal residence as used herein means the fixed- permanent and primary domicile of the parent(s) or legal guardian(s). The Legal Residence- as used herein- shall mean that true- fixed and permanent home and principal establishment to which- whenever absent- the parent(s) or legal guardian(s) of the student has the intention of returning. As used herein- legal residence of domicile is distinguished from a temporary or secondary place of residence established for some specific purpose- but not the fixed- permanent- primary establishment of the parent(s) or natural guardian(s). II. Definition of Residence for School Attendance To be eligible to attend the Fairfield City School System- a student must physically reside full time at a place of abode (house or other dwelling place)* within the city limits in Fairfield City. III. Physical Structure of Dwelling Must Be Within City Limits If the people place of abode (house or other dwelling place)* is not clearly within the city limits and part outside the city limits)- then the abode will be considered within the city limits if the abode (the physical structure of the living quarters of the house) is assessed by the Tax Assessor as being within the city limits of Fairfield. In other words- to be eligible to attend Fairfield City schools- a student must reside in a house or other dwelling place- the physical structure of which- is located within the city limits of Fairfield. IV. Federal Guidelines The Fairfield City Board of Education and its administrative staff shall implement this policy in order to comply with established federal guidelines to ensure attendance of students in its system who are permanent- full-time residents- as defined above- with their parent(s) or legal guardian(s) in Fairfield and to prevent out-of-system students from establishing temporary or secondary residence in Fairfield City for the purpose of attending Fairfield City Schools in violation of Federal Court Orders. V. Grandfather Provision This policy shall have a prospective application. Children of residents who are presently residing in homes which had been declared within the city limits for purposes of attending the Fairfield City School System may continue to do so. All new residents of Fairfield City- or people who change residence within Fairfield City after the adoption of this policy- must comply with its provisions. *House- apartment- condominium- townhouse- etc. VI. Withdrawals The parent or guardian of a student withdrawing from school should meet with the principal and give the reason for the student’s withdrawal. All textbooks shall be returned and other obligations satisfied before the school issues transfer records to another school. |
